Dear Journalist, brothers and sisters, peace be with you.
(or- Assalam-o-Alaikum)
First of all we, on behalf of the Urdu Speaking Peoples Youth Rehabilitation Movement (U.S.P.Y.R.M.), pay our hearty gratitude and sincere congratulations with a lot of thanks to all of you who have spent their valuable and costly time for the purpose of  Urdu Speaking Community who have been living in different districts of Bangladesh in a inhuman condition, deprived of all fundamental rights in discriminating position.
Dear Journalist, brothers and sisters,
In this month of February, in 1952 those brave persons who have sacrified their costly lives for their mother Tongue, Bengali and those who have shed their blood for this cause for which, in reward, the 21st February is observed as a International Language Day, we pay homage to those brave martyres and pray to God for peace and salvation of their souls.
Dear Journalist, brothers and sisters,
In the last Assembly Election, held on 29 December, 2008, The Bangladesh Awami League 'viz' "Mohajot" became winner and the mass leader, Hon'ble Sheikh Hasina, the competent and worthy daughter of Bangabandhu became Prime Minister  for the second time and having been formed the National Assembly under her leadership, all the Urdu Speaking People Community in Bangladesh, and the organization of Urdu Speaking People U.S.P.Y.R.M, cordially pay their hearty congratulations and best wishes to Her Highness, Prime Minister Sheikh Hasina along with to all the members of the Parliament.
Dear Journalist, brothers and sisters,
I think, probably you are all well intimated with this fact that after the great liberation war of 1971, we were terminated and thrown out from our own residence and properties and we were confined by replacing in different camps under the supervision of International Red Cross deprived of all the fundamental rights. Since then, this neglacted community people have been passing their days in a very inhuman condition. I would like to mention that, in 1947, our forefathers had come from Indian Uttar Pradesh, Bihar and West Bengal on the base of separation of the subcontinent  giving up their all assets and belongings, to their religious home-land for permanent settlement. But the major part of our new generation was born in this land. They have became familiar and close with the people and soil of this country and did accepted cordially this holy land as their own mother land. Inspite of all these, they were not recognized as the citizen of this country. For this reason we were fallen victim of great in equality in all affairs, as such, Food, Dress, Residence, Employment, Education, Medical treatment and in the political and economical field. For these reasons, our new generation, mainly the youths of our distress community have been affected mentally, physically, socially and morally  and hence, they feel trouble to develop themselves in comparison of the others. Due to not being existence of our National Identity in past our children would not be admitted into Schools, Colleges, and Madrasahs. Besides this, as there is no appropriate facilities for our employment or service, we are to live ourselves depending upon our own skill and capability. Owing to deprived of proper education and lack of co-operation, our three generation have been destructed and the coming generations is standing at the door of ruination.
Dear Journalist, brothers and sisters,
In this way about 12 members consisted family of lacs of Urdu Speaking People Community have been leaving in these deeply condensed camps in a 10 feet by 8 feet squares rooms. In many families, due to shortage of rooms, they are to sleep by turn at nights. Due to want of pure water, mismanagement of garbage and sewerage system, all together have created seriously health problem and for these reasons a lot of them have died being  affected with chronic diseases in absence of proper treatment. Many of them are passing days without medicine and treatment. The threat and panic of eviction of Urdu Speaking people from their camp shelters, exploitation of there utilizing land properties and misrule in supplying Electricity, creating more vexing problem. Along with this, in absence of education, health-serving, work-employment and not becoming their rehabilitation, have made more critical and obstructed the way of improvement of this helpless community. Here, our citizenship was never rejected in any time by any Act. or order. Despite this due to having been deprived of all the fundamental life of the citizenship in this country, finding no other way, I along with more other 10 persons submitted a Writ petition, Ref. No. 10129/2007 in the High Court Division of Bangladesh Supreme Court and as such, the High Court Division after a long term hearing gave a historical Judgment on 18th May, 2008 in this respect. In that judgment it was said that all the community of Urdu Speaking people living in the territory of Bangladesh are the citizen of Bangladesh and it was directed to the Chief Election Commissioner to enroll the names of all the Urdu Speaking people including the 11 petitioners in the Voter list and to give them National Identity Card without further delay. This decision has been appreciated and admitted as an "Epoch-making Judgment in the history" all our the world including Bangladesh. As a result, after a long 37 years of awaiting, all the Urdu Speaking People in or outside the camps willing cast their votes joyously in the 9th National Assembly Election. For this due-success, I can not but thank to kind God on behalf of our community and hope that after having been gotten this deserving right, the way of solution of our major problems such as, Our permanent rehabilitation, work-employment opportunity and proper education has become smooth and much more obtainable.
Dear Journalist, brothers and sisters,
I need further to inform you all, that the problems of these helpless Urdu  Speaking People have not just come to an end by getting only the citizenship right and voter right. In 1972, The International Red-Cross Society had built and establish camps in different places for the Urdu Speaking People by consulting with the Government, on the land of different Ministries. In the light of above condition, different authorities and Ministries of Bangladesh Govt. have ordered and directed not to evict or demolish their camps, shops etc. as well as not to harass, confuse or disturb them in any way untill their alternative arrangement is not completed.
But, breaking the above mentioned order and decision, National Housing  Authorities, in 1995, give allotment all the camps under Pallabi Police Station to different classes of people showing these places as drains, ditches and ponds, hiding the reality of the camps. But due to existing camps of the Urdu Speaking People, they could not hand over the possession to the allottee. All the allottee and National Housing Authorities are involved in camp-eviction conspiracy for a long time. For this reason the poor camp dwellers are passing their days in fear of ejection and demolition.
Dear Journalist, brothers and sisters,
In Mirpur Section-11 under Pallabi Police Station, the four storied namely 4 No. Wapda Building  Camp, being very very old is standing in a very hazardous condition and may collapse at any moment and too many innocent people might lose their lives. In the meanwhile at least 5 people became seriously injured when the old veranda and stairs of that building and a roof of the 2nd floor were broken down. In this connection the concerning authorities and District Commissioner of Dhaka came to inspect the place of occurrence and announced publicly that the said building is unfit for dwelling and gave direction to break down the building after settling  or colonizing all the residents-somewhere else in proper way. But it is a matter of regret that no steps have been taken as yet though the afflicted people are still residing there taking the risk of their life. So, it is our ardent appeal to the Hon'ble Prime Minister and to the relevant authorities through all the respectable journalists to take necessary measures for rehabilitating  the residents of the destructed  Wapda Building to save their lives from any more mishap.
Dear Journalist, brothers and sisters,
In view of the above mentioned and described realism and objectivity we, through the medium of you journalist brotheren, would like to put up the following demands infront of  the Govt. of Bangladesh.
1. Taking into consideration the matter of work-employment of the camp dwelling people, they should be rehabilitated in the same place or location with dignity where they are residing at present for a very long time.
2. To take necessary measures through the Govt. to educate at least one male and one female persons from each family who have been lagged behind in education.
3. As, this is a diligent and industrious community, so, there should be taken steps to send at least one skillful person to abroad for a job from each family.
4. To take immediate measures for the settlement of the residents of the hazardous 4 No. Wapda Building Camp under Mirpur Pallabi Police Station before any accident.
5. A clear declaration should be made by the members of interior ministry or by the Govt. that the camps of the Urdu Speaking People will not be demolished or ejected untill they are not permanently rehabilitated. As well as to uphold all the former case and facilities as before and protection should be provided them from any harmful occurrence.
6. It is noticeable that this huge expensive rehabilitation work of the camp dwelling people is not possible for Bangladesh alone. So, in order to carry out the above mentioned work, cooperation and contribution is needed from all Donor Countries, Assistance organizations of United Nation, International Red Cross Society including Muslim Ummah Countries, Assistance organization of Western Union, Rehabilitation Experts, Govt. and Non-Govt. Aid Organization including Representatives of different political parties along with the Representatives of the Urdu Speaking People, specially those who have been struggling and carrying on the movement program for their rehabilitation, citizenship and right to vote for a long time. A task force also to be formed for proper and permanent solution of the problems of this miserable community.
Dear Journalist, brothers and sisters,
In view of to realise and fulfill all the above stated demands, we, through the medium of you are hereby announcing the following mentioned program. :
1. The camp residents have gained their citizenship right after 37 years and for casting their votes for the first time in the 9th National Parliamentary Election, The Urdu Speaking Peoples Youth Rehabilitation Movement (U.S.P.Y.R.M.) will offer prayer and will present wreath of flowers at the image picture of Shahid Bangabandhu Sheikh Mujibur Rahman at Dhanmondi on 07-02-2009 11:30 a.m. and on the same day at 12-30 p.m., we shall present wreath of flowers, offer prayer at the shrine of Shaheed President Zia-ur-Rahman and thus will pay tributes to them and will pray to God for blessing and salvation of their holy souls.
2. To achieve our above indicated demands and to draw attention of the Govt. the coming Tuesday on 10/2/09 from 12.00 noon to 1:00 p.m. a human-chain  program will be observed at "Dhaka Muktangon" and afterwards in the end of the program a memorandum will be handed over to the Hon'ble Prime Minister.
In the end of the programe, we pay thanks and gratitude and wish for the welfare and prosperity of all the present journalist brothers and sisters and seek your full co-operation and attention for the solution of our above mentioned problems.
